reasons, among others:
- They do not subject papers to a rigorous peer review, or with a false-front or non-existent peer review process.
- They publish papers which have been found to be seriously flawed in terms of content and language.
- They publish papers already published in other venues.
- They publish papers that contain plagiarism (of any form).
